Barr made it happen, using US Marshals.

Trump calls it just and necessary retribution.

and he certainly saw it as a hit/murder. Said he was just walking to his car eating a gummy candy and looking at his phone when the police surrounded and just started shooting. Not sure if this is absolute but certainly is what I have read.
