Ongoing litigation about the ballot means that boards of elections can't send them out yet.
In Allegheny County, 248,572 voters have requested mail-in ballots. Of those, 184,808 are registered Democrats and 45,445 are registered Republicans.
Monday is the first day elections boards could send out ballots. However, because of an ongoing legal battle from state Democrats regarding the Green Party's ability to get on the ballot, the ballot itself hasn't been finalized.
"It is common to have ballots delayed by court cases and other things. I mean, the courts know that this has to be expedited, they cant dally with this too much longer, and as long as we get the certified ballot from the state in a reasonable time, we should be fine," said Mary Beth Kuznik, elections director in Armstrong County.
