Trump won Wisconsin in 2016 by fewer than 23,000 votes out of 3 million cast. Today Biden has 52 percent support among likely voters there, with 46 percent for Trump – not a statistically significant difference given the survey’s margin of sampling error. In Minnesota, by contrast, Biden holds a clear advantage, 57-41 percent, in what’s been a hoped-for Trump pickup after his narrow 45,000-vote loss four years ago.

12. Not in and of itself...

...but every poll of WI in recent months has shown Biden with a lead in the mid (or higher)-single-digits. The more you get with similar results, the less likely they will all just happen to be off in the exact same direction. So, if you have a single poll with a 6% margin and an MOE of 4.5%, it's possible it might be off enough to make the eventual winner appear to be trailing, but, if you get ten polls from different organizations, each showing a 6% margin, it's pretty likely that the real margin is quite close to that.

...it's not unheard of for people who have "made up their mind" six or more weeks before the election to "flip" to the other candidate. Still, it means that 45 has to manage to flip such voters, as opposed to just grabbing most of a large pool of undecideds.
