1) Biden must be elected president.
2) We need to retake the Senate majority.
3) We need to hold on to the House.
4) We have to convince at least fifty Democratic senators to go along with such a plan.
In my book, the last step would be the hardest, because you know there are going to be a few self-proclaimed "moderate" Democrats who will oppose such a "radical" move, even if the Democratic administration supports it. (Remember the opposition to the ACA from within the Party itself?)
