If one was actually nominated, wouldn't he have to recuse himself from the confirmation vote? That would make it slightly more possible to block confirmation.

Romney has gone against Trump a few times and they hate him. And you know Trump and his grudges. There is no way Trump will nominate Romney. It will be someone not involved in the senate for sure. They want to keep their senate majority.
