The Presidential Medal for Freedom can and has been award posthumously on several occasions. Posthumous recipients include JFK, Thurgood Marshall, LBJ, Caesar Chavez, Elvis, and the three slain civil rights workers form the Mississippi Burning case: Michael Schwerner, James Chaney, and Andrew Goodman.

The Presidential Citizens Medal is an award bestowed by the President of the United States. It is the second-highest civilian award in the United States and is subordinate only to the Presidential Medal of Freedom. Established by executive order on November 13, 1969, by President Richard Nixon, it recognizes an individual "who has performed exemplary deeds or services for his or her country or fellow citizens." Only United States citizens are eligible for the medal, which may be awarded posthumously.

She has attended ceremonies, but the Presidential Medal of Freedom is generally awarded to Supreme Court Justices only after they retire from the court or it's awarded posthumously.
Hoping RBG will be among President Biden's first cohort.

and if she didn't already get one she should now. The honor of the award itself also needs to be restored after Fat Nixon gave it to Limbaugh, so giving it to RBG would be a good thing in both respects.
