I think it likely it's a false flag, because ricin is easy to filter, unless incredibly pure.
The residual ricinoleic acid, even in reasonably pure ricin, has a distinct odor & a low olfactory lower limit.
Dogs could be trained to smell it from 20 feet away in the post office, before it got put on a truck destined for the WH.
So, unless it was subjected to a very detailed crystallization, I don't believe it ever gets to them.
And, anybody that skilled & resourced would have tried something far more toxic than ricin.
The LD50 is 20ppm as an ideally aerosolized micro powder. The less well dispersed, and the larger the particle size, the harder it is to get near 20 ppm.
It's a fairly inefficient way to cause serious harm.
It's just easy to make, if high purity isn't a priority.
