2. Exactly. She used the words "should not vote". She did not say she "would not vote"

for a nominee picked by Trump if he loses in November. She is giving advise which will be ignored, and then she will vote against Trump's nominee if her vote isn't needed, and vote for Trump's nominee if her vote is needed. If Collins is reelected she would not need to face the voters again for another six years.
