Congress appropriates funds for Ukraine and Trump holds them until he can leverage an announcement of an investigation for something that didn't happen.

Congress appropriates funds for 911 responders and he holds onto them until the admin is called out and then they "announce" that they will give funds.

Congress appropriates funds for PR and Trump admin holds them for 3 years until weeks before the election for a headline meant to buy votes.

He thinks Congress is just giving him funds to negotiate "deals" instead of releasing funds to actually help people.
