He has acknowledged that it impacts his ability to climb stairs - so yes, it has disabled him. In addition, post-polio syndrome also rears its ugly head decades after the initial infectino, so even if he was symptom free for a period of years - I would expect his symptoms to increase as he ages. That is the nature of the beast. Like shingles, polio is the gift that keeps on giving.
