It would take a block of Republican Senators (not the four usual suspects) finding their spine (or at least an enlightened self interest) and deciding to say they’ll vote no on anyone put forth until after the inauguration. I don’t expect we’ll see that... but if we’re close... if it’s a handful of senators, they’ll twist the right arm or two, let the others vote how they want to, and have just enough to get this appointment.

to see if it’s okay for him to vote no. If there are only 3 - Murkowski, Collins and Romney then it won’t matter and Romney can vote no and Trump will still win.

They always mouth platitudes, then cave.
