To incite a violent response.
Oh yes, worded so carefully for a full throated violent response- people in the streets so they can then layer and hide their boogaloos over the protesters, then start looting and burning.
I dont see the NYC mayor, or any of the mayors or governors biting on it or even commenting. This was not the response they had hoped for. Lets let this one fall dead.
