The average number of judges on the 13 US Circuit Courts of Appeal is 13.8.

Take away the outliers (1st Circuit has 6, 9th Circuit has 29) and the average is still 13.1 judges per Circuit.

Any wisdom in having a US Supreme Court that has fewer justices than the Circuits do on average?

Even without full en banc review, an appeal at the Circuit level gets two more judges than it does at the trial level. Doesn't make sense for it to decrease at the next level.
