Louisville restricts access to downtown ahead of expected Breonna Taylor decision

(CNN)Authorities in Louisville, Kentucky, are restricting access to its downtown area and setting up vehicle barricades ahead of a grand jury's coming decision in the fatal police shooting of Breonna Taylor.

The restrictions are going in place "to ensure the area is as safe as possible for those coming downtown to express their First Amendment Rights, as well as those who live and work in the area," the Louisville Metro Police Department said in a statement on Tuesday morning.
"We recognize that this is an inconvenience, and will cause difficulty for those that live, work and have business downtown, and we apologize for this inconvenience. However, public safety is our number one priority, and it would be irresponsible if we did not take preemptive action to

Homeland Security to protect Louisville federal buildings. But don't expect another Portland

U.S. Attorney Russell Coleman has requested that Homeland Security provide protection for four adjacent federal buildings in downtown Louisville amid racial justice protests that have taken place nearby for more than 110 days, local officials confirmed.

But the additional security isn't expected to include a visible presence. It's so business can proceed in the city's federal buildings in the event of increased civil unrest, said Rob Sperling, a spokesman for the Federal Protective Service, a branch of Homeland Security that that will send the additional resources.

"I can't foretell the future, but we're definitely not going to come in and be all kitted up in riot gear and propping up fences and shooting pepper balls in the air," he said, referencing reports of federal agents' actions in Portland, Oregon. "It's to ensure the safety and security of federal property and personnel. That's really it.

It's unclear when that protection would begin or how long it would continue. In addition, officials will close the federal courthouse from Sept. 21-25 in anticipation of a decision in the Breonna Taylor shooting.

Word of the protection has spread among local protesters, who fear armed guards will descend upon the city as they have elsewhere at the direction of President Trump.
