It is largely based on the idea that everyone would want to do a good job for the betterment of the country. Mitch could have the nominee read a prepared statement and then call a vote immediately. The only reason to not do that is if you think that will cause you to lose the vote but Republican Senators are already saying they WILL confirm whoever Trump picks before even knowing who it is. Why even have a pretend hearing? Now I think for appearance sake Mitch will have a hearing but it will be perfunctory and a sham. "See we had a hearing and everything".
