It's all but certain Vlad and Bibi used the many vulnerabilities in our electronic voting/tabulation systems to flip votes in key districts like pancakes.
Since many are still using Bush-era read-and-write software - often, you'll recall, made by Republicans for Republicans - it must be a cinch.

"Certifying an election" is an official duty, I believe, and almost always takes place well after the election has already been called for one candidate or another.
