It looks as if a contractor employee many have screwed up or was following wrong information. But there is no indication there was deliberate fraud. Once again Billy Boy Barr and Trump got it wrong and politicized it.

Ballots are rejected.. Amazing how folks do not read the Instructions,but not surprised. Once again,people will mess up a two car funeral.

Our HOA Board Election had a similar issue,folks would drop off their ballot at the office without putting it in the Outer Envelope as required by state law. As one of the counters,we had to throw out two dozen because they lacked the proper outer sleeve.

Some persons refuse to follow instructions no matter what.

I was in a Voter Advisory group in San Diego County.
Back then, for Absentee Ballots, the ROV placed Check Box on the outside of the envelope
for "SPOILED" ballots.

The idea is that if you screwed up your ballot, you can mail it in with the "SPOILED" box checked,
and then get a new ballot re-mailed back to you.

But we argued, "It's on the outside! Anyone can check the box and that vote would never get counted."

ROV claimed that would never happen.

This was the plan all along. They had to set up the whole "mail-in ballots are fraudulent" meme before they could then actually "find" the fraudulent ballots.
