They don’t seem to have professional standards. Why not? I know it got worse when Bush gave them military equipment and training... before that, the Battle of Seattle...
Is this the natural consequence of an excessively-armed citizenry?
Power trips for sure.
Historians would say their origins were as slave patrol.. in which case the evil is ingrained, wa always part of the culture.

If there supposedly are ninety-nine 'good cops' and one 'bad cop', and the ninety-nine look the other way and cover up what the 'bad cop' does, what you really have are one hundred 'bad cops'.

It is unfortunate, but it is the actual state of affairs.
