A federal judge on Monday required paper backups of voter registration and absentee voting information at every Georgia polling place, a safeguard to allow voters to continue casting ballots if computers fail on Election Day.


U.S. District Judge Amy Totenberg ordered election officials to prepare paper copies of records showing who is registered to vote and whether they’ve already voted before Nov. 3, either by absentee ballot or during in-person early voting.

The ruling could help prevent long lines if poll workers struggle with the state’s new voter check-in tablets, called Poll Pads, as they did during the state’s June 9 primary, Totenberg wrote. Some voters waited for hours because of a combination of high turnout, poll closures, social distancing, absentee ballot problems and difficulties operating voting equipment.

8. We always had big binders full of voters here in Philly

for each of our Divisions. And the entry on the large binder sheet (controlled by one poll worker) with the person's name had a line under the name for the voter to sign on (for voter certification/signature check). In fact, there was a somewhat archaic and complicated additional "paper process" that went along with that, where an index card (controlled by a 2nd poll worker) had the voter's name I believe, and that would then get assigned a number in the order of "checking in", and that number was then added to a separate ledger sheet (by a 3rd poll worker) to get a tally of total voters so far.

I expect that if someone signed up previously to vote absentee or mail-in with this paper-check system, the person's name would not appear on a binder sheet (which would be for "in person" voting only). And if they came in to try to vote "in person", then they would probably have to do a provisional ballot request (for any reconciliation of whether a vote had been registered for them via absentee/mail-in or if it did not arrive in time) or they would need to drop off an official absentee/mail-in ballot (which is signed on the outer envelope).

9. Lately, rulings that this govt. doesn't like haven't been complied with; wonder if GA will.
