quarantine guidelines is not legally bonded. It's just suggested and people choose to follow them.

Only if they decide to quarantine. Gym Jordan was on AF1 & said he refuses to quarantine. Why would

And no. McConnell already said he is going through with SC nomination process. Unless ACB test positive herself (there are report that she got it in the summer so I guess she might be immune) or many republican senators testing positive, it's not going to get much delay.
