I think the delay has a lot to do with honing the optics.

He could also be arguing. Maybe this isn't 100% voluntary, but recommended.

Actually - Trump being the showman he is - he is probably purposely making the helicopter wait and the cable news shows & press dwell on the pic of the helicopter - just for effect - draw it out as long as possible before he walks out and waves to the press on his own.

when we see the fire truck and the ambulance taking a long time to leave. What's worse, though (and I've seen this more times than I care to remember) is when the ambulance leaves empty about the same time that a police car arrives, followed by a non-descript, unmarked black SUV.

Three people have died just in the house right next door to me, two in the house across the street, and four or five more within one block of me. Most in their 80s and 90s, however, So they hung in there for a good long time.
