Is this why power hasn't been turned over to Pence?

If Trump temporarily hands over power to Pence, he would have all the "powers and duties" of the office as acting president.

It would mean Pence wouldn't be serving as VP, and the office would be vacant. He couldn't break a tie in the Senate.

Is that why Trump hasn't done so?

of at or below 70 (borderline) his orders and those from putin to him are never let power go...if they can they will not turn power over to the VP and will lie to us about the condition of traitor, Kushner is in charge probably.

Problem with all that is someone will leak it and then we will see just how bad putin wants power, how bad kushner wants it.

These are scary times, lots of very bad people are desperate. They will kill us without thinking twice if it serves their purpose.

Obviously it is whatever the USSC would say, but I read it as being Pence is Acting President but he is still also Vice President. He can exercise the power and duties of both roles.

I would go with the Goering theory where Trump is paranoid about Pence having that status. It also is an admission of the seriousness of Trump's condition which is political suicide.

Then I came around to your point of view. Now if he decides to resign (ha!) or dies, then pence automatically becomes President, and they'd lose their tiebreaker vote, but it seems like it's only in those circumstances (or impeachment)

Does anyone really think they would tell us if he was? There is way too much at stake.

If both trump and pence are taken out, there is no question Pelosi would assume the office of President. pence is first in line, Pelosi is second in line for the Presidency. So no way would McConnell allow that to happen.

If it is just pence who takes over for trump, when he is unable to execute his duties as President, I think he can nominate a person to be his VP, who would be able to break a tie in the Senate, since pence would actually be president. But it depends on just how compromised trump is and if he would ever be able re-assume the office, I think.
