The drug cocktail was said to work better at the lower dose, but Trump got the maximum. The steroid treatment is also indicated to be more effective for sicker patients, and less to counterproductive for mild cases.

It only makes sense when serious symptoms develop, i.e. when your immune system overreacts, causing a cytokine storm. That sort of out of control inflammation produces a pneumonia-like severe congestion in your lungs that could kill you before the virus itself kills you. That is why it is worth the risk to suppress your immune system with a corticosteroid at that point.
