To trigger the 25th Amendment, do "acting" cabinet members count?

I don't know the numbers, but I think lots of them are not "real" cabinet members.

I would argue that only persons confirmed by the Senate are actual members of the cabinet.

Which probably explains why they are keeping so many 'acting' in place, rather than confirming.
