He thought it was very risky and worried it would have been a failure like other botched rescues during the Carter and Clinton administrations.

It seems like it is a "half" truth.

Playing contrarian, giving the President the other side of the coin. I'm sure he was skeptical, but more than anything he was just doing the job of making sure we've considered all sides.

.... in private Joe would disagree w/Barack but in public he was all on board. I'm sure if Senator Harris
is the Vice President she would let Joe know what she thinks but in private.

He comes from the land where any response to POTUS other that “yes boss” is considered grounds for termination. Yes Men always ridicule constructive disagreement.

The best management teams get to the best decisions via healthy debate, looking at an issue with all the data from multiple directions. And once a decision is made, everyone is all in.

I sure, through Pence’s lens of blind fealty to dear leader...this is a foreign concept to him.
