Pelosi to introduce legislation related to the 25th Amendment
The 25th Amendment outlines the transfer of power to the vice president if a president is removed, incapacitated or dies.

Also at same link, this SNIP ::

One of its sections provides the vice president and majority of either the Cabinet "or such other body as Congress may by law provide" with a mechanism to transfer power from the president.

Looks like the intent may well be to establish what's in the quotes in the above snip, namely "or such other body as Congress may by law provide"

Trump would almost certainly object, sending the issue to Congress. Pence would need support not only from eight cabinet members, but he would need Nancy Pelosi and Mitch McConnell to play ball as well because Pence would lose power as soon as either the House or Senate votes and fails to reach the 2/3 majority needed. If Pelosi and McConnell both agree with Pence's actions, they could keep him in power for 21 days by simply not scheduling a vote. They both need 2/3 of their chamber to approve to keep him in power longer than that though.
