Only medical providers have HIPAA responsibilities. If you are NOT a medical provider, HIPAA doesnt apply to you. If youre not a medical provider, you can release the health information and history of anyone you want, for any reason, whatsoever, and you will not be in violation of HIPAA (though other statutes may apply).
HIPAA restricts only disclosures of medical information from medical providers.
