They attribute the plot to kidnap Governor Whitmore to to boogalooboys. This is the same

group that shot and killed two law enforcement in Santa Cruz and a security guard in Oakland

They are one of many active racist groups that the WH does not specifically condemn.

There were several songs that referred to the boogaloo. I think that the context for the group is a tongue-in-cheek racist reference.
