So, essentially the participants are paying for everything themselves.

Not far from the truth since taxpayer money is being used to maintain the White House and there's speculation that all of the funds for this event came out of White House operating money.

But since acting in a lawful manner to stop illegal activities and prosecute the perpetrators is not on our current justice department's agenda. Unless they are persons of a color or nationality on the stop-and-frisk list they, not only get away, but are praised from on high.
But I'm not worried because they'll get hung out to dry just like all of Trump's fair-weather co-conspirators.

with the trump operatives working for it behind the scenes. West and Owens, btw, are friends and their backing and funding comes from the same donors who help fund the trump campaign.

Owens, a former Dem who was aided by the Dem party when she had legal problems, is not wealthy. To say her organization, Blexit, paid rally attendees is saying that her funding sources paid them, not her.

Sun Oct 11, 2020, 11:31 AM
Oct 2020

Apparently there was some controversy of Owens claiming West had designed some of the BLEXIT gear. A charge which he denied.

From the wiki:

"Blexit movement

In late 2018, Owens launched the Blexit movement, a social media campaign to encourage African Americans (plus Latinos and other minorities) to abandon the Democratic Party and register as Republicans. At the time, 8% of African Americans identified as Republicans. The term Blexit—a portmanteau of 'Black' and 'exit'—mimics Brexit, the word used to describe the United Kingdom's withdrawal from the European Union. At the launch in October 2018, Owens said that her "dear friend and fellow superhero Kanye West" designed merchandise for the movement, but the following day, West denied being the designer and disavowed the effort, saying "I never wanted any association with Blexit" and "I've been used to spread messages I don't believe in."

If any money was actually fronted, it was most likely from some foreign disinformation effort or possibly funds laundered through the NRA which Owens is also associated.

I have to laugh if they did it financed through a check or promise of funds from the Trump Campaign. Gullible, your name is Candice Owens.

My aunt spent many years in D.C. working for an Air Force general. She told me about being a potted plant. When foreign dignitaries arrived in D.C. , government workers would be given the day off so that they could like the route the dignitary would take., giving them a warm welcome. Don't tell Trump. He would then start using federal employees for his guinea pigs.

Then, the Lincoln Project could film an ad, right after the event, so we'd be recognizable--in the same clothing, carrying the same signs, etc.--in which we'd tell the public we were all paid. Expose just another pathetic bit of DonnieDumbo's lame charade.
