Clinton carried California by over 4 million votes in 2016, and I doubt Biden will do worse. There are, though, some hotly contested Congressional races that just happen to be in the counties where these fake boxes are popping up. (My district doesn't even have a Republican on the ballot, due to another of their self-owns, the jungle primary system)
