Clouds are not stagnant. Also, there is a lot of moisture in the air. Water droplets reflect and magnify light. Which is a lot of what is going on there, along with illumination coming from the lightning, itself.

One day, about 30 years ago, my son and I were standing on the front porch watching the storm approach when suddenly lightening stuck the telephone pole directly across the street, less that 100 feet from where we were standing. It was an awesome experience. Of course we ran inside immediately and called it a night for lightening watching.
