I wouldn't assume the book was blank from the picture on Twitter. I think more hay would've been made of it at the time if true.

Not that a couple blank pages are uncommon. (We agree on that.)
But, that thing was 8" thick. If they had done the work and analyses to develop a plan that comprehensive, proposing it to Congress would have been a political home run!
A bipartisan effort to reform the current health care policy during an election year? Dems couldn't be in full throated opposition. The Rs see it as an electoral boost! Some negotiations take place and voila(!) a new healthcare law. That would have been the ultimate October surprise.
Instead, they dump it, as a prop, on Leslie Stahl. Really?
There is no way that book was more than a giant pile not paper. A few pages of wish list, maybe. But, it was a prop & nothing more.

It was probably some mock-up of the ACA. But I don't think it was just a blank book. Realistically, if he's been saying he has a plan, and the press have been saying what is it, then the stupidest move in the world (not saying he's not stupid) would be to say "here's the plan" and deliver a blank book.
