1. I would presume

that an Executive Order can be reversed with an Executive Order.

Republicans will sue to throw it into the Courts, though.

3. Oh yes.

Will Dump & Co. remake the federal gov't with Executive Orders like this as a lame duck, assuming SCOTUS will strike down any challenges? GOP likes to give ALL power to executives and remove all power from employees.
