they never ask only those who haven't voted yet. The people who already voted are among the likely voters. They could have been clearer but that is what they mean. So Biden is up both among those who voted and overall but most certainly not among those who haven't voted.

and is easily misinterpreted. You have to read both questions (the one that only asks those who voted, and the one that asks likely voters carefully) to see what they were getting at.
