I'm confused about the "preparing for civil unrest" stories


Reading lots of articles about cities preparing for "civil unrest" on and after the election.

I can't figure out if they are preparing to deal with militia type whackjobs, or preparing to crush the massive protests that will no doubt kick off if Rump refuses to accept the election results.
