The disclaimer

I think there is a need for poor people, people who are unemployed\disabled to have assistance.. BUT there are a lot of people who take advantage of the system and I am against that.

Why do "supportive statements" so often end with that disclaimer?
What drives people to feel obligated to add that some of "those people" are screwing the government and taxpayers over?

the notion that some will exploit the system, I liken it to the death penalty.

It should not exist because of the chance of executing an innocent person. Sure, people who might deserve to forfeit their life will live but an innocent won't die.

Aid from the government? Yeah, some undeserving will get benefits but many in dire need will get help that may well save their lives. Well worth the risk.

that some people seem compelled to mention the part about undeserving people. Many don't stop at.... There are reasonable instances where government assistance should naturally be available for people.
