Seems to me the polls maybeundercounting them if there are assumptions built into the LV based on past behavior and propensity to vote or is just based on a single question...How likely are you to vote? Im a market researcher by profession and think new voters may be underreported.

in years wouldnt be likely voters so how would the pollsters know?

If youd already voted in this election but hadnt voted consistently previously then you were thrown out of the poll.
