The "I am Change" marchers in NC had PERMITS for the peaceful protest where they got pepper-sprayed
The police ordered them to disperse with no explanation despite their permits. The reason they had stopped at the Courthouse location for a speech was because of the confederate statue there. The order to disperse occurred shortly after the protesters engaged in a 9 minute silence in memory of George Floyd.

On Saturday in Graham, hundreds gathered for the march from Wayman's Chapel AME Church to the Alamance County Historic Courthouse, where a controversial confederate monument still stands. The march would then culminate a few blocks down at the early voting polls.
But things quickly took a turn for the worst when Graham police instructed those marching to disperse and began pepper-spraying when they failed to do so, reportedly without a warning. Alamance County sheriffs soon began taking down the sound equipment used by event speakers and turning off the generator, stating that the permits had been revoked and reiterating that the crowd needed to disperse. Once the crowd got anxious, the officers started pepper-spraying them again.
Congressional Candidate Scott Huffman of North Carolina, who was present during the incident and was pepper-sprayed, told Newsweek that the officers began dismantling the sound equipment at around 1 p.m., before the speeches concluded. He said that the protest was peaceful and that sponsors had permits until hours later, noting that Alamance sheriffs didn't give the crowd a reason for demanding that they disperse.

Along the way, marchers led by organizer the Rev. Greg Drumwright stopped for a nearly nine minute long silence in memory of George Floyd, the Black man who was killed after a white police officer kept a knee on his neck for that span of time.
It was shortly after that moment of silence that the first confrontation occurred, according to march participant Amy Cooper. Cooper says that police then began ordering marchers to remain on the sidewalk.

Speaking to NPR's All Things Considered, Drumwright said they had worked with authorities in getting the march together.
"We were to leave that rally in just a few more minutes and head to the polls. This is something that we have worked on for the greater part of this month with the law enforcement agencies," Drumwright told NPR.
In a statement issued Saturday evening, Graham police say organizers hadn't gotten clearance for a temporary road closure.
