Not everyone they contacted is going to vote, but they included the "N/A" people in their results anyway.

In the last 7 or 8 days, everyone who is going to vote knows they will, and the "not voting" crowd will barely change.
That 10% (or as you pointed out, 11%) weakens the significance of the poll.
