Boockvar said many county election officials aim to count all the ballots by midnight — a goal they didn't accomplish in June, when primary ballots were still being counted into the early morning hours of the next day.

She expects most of the unofficial totals will be available across the state by midnight, she said. Election results are not official until they are certified. This year, that is expected to take place Nov. 23.

While other states allow advance processing for early ballots, Pennsylvania must wait until Election Day, and Boockvar is strongly encouraging counties to begin their work on the absentee ballots at 7 a.m. But even if they don't, she said the public would still have a good idea of what mail-in ballots are still outstanding at the time polls close. Counties can begin reporting the results at 8 p.m. after the polls close.

No, some counties won't count mail-in ballots on election day, but this makes it sounds like most will provide unofficial results by midnight on election night. Election experts can extrapolate from the results in certain counties how the others will likely go. So if Biden has a several point lead as polls indicate, it should be clear on election night that he will win, or so it seems to me.

before the outcome will be known is just nonsense. Many states are already counting all the early ballots, and those will be the first results disseminated after polls close. And if, as is generally thought, those ballots are very heavily in favor of Biden (and all the down-ballot Democrats), there simply won't be early results favoring Trump. Okay, some states are going to wind up going for him, but overall? Nope.

It will actually be highly amusing if all of a sudden, say around 10 or 11pm eastern time, Trump and his minions start talking about counting all the ballots.

The long, drawn-out processes are for the races where the margin is well below 1%. If polls are to be believed, Biden has a 5-7% lead there, but even if that's off a bit, we should still know early.
