A simple solution to the USPS ballot problem is for a judge to declare USPS sites as voting centers.

If a ballot makes it to the post office it is considered delivered to the vote count. End of problem.

which is why Republicans have steadfastly blocked any and every such attempt to do so. Killing the post office has been one of the big wish-list items of the GOP for decades.
