NEW: State officials in Iowa and the FBI are looking into a short voicemail some voters have gotten telling them to "stay safe and stay home" ahead of #ElectionDay

Spokesperson for Iowa SOS tells @CBSNews the issue has been referred to the FBI and the State Fusion Center.

Sources tell CBS News the voicemail circulated in the first district where incumbent Democrat Abby Finkenauer and Republican challenger Ashley Hinson are battling in close congressional race.
