So there is really nothing that it could be binding about.

However, if we end up with a Democratic controlled House and Senate, and Puerto Rico voted in favor of becoming a state, then the path is pretty wide open to it.

enough votes for Rick Scott that it threw the election to him in 2018.

they gave enough votes to Rubio in '16 and Scott (and DeSantis) in '18 to help the GOP win.

Latinos in general have been moving rightward.

I think they have a republican governor. It should happen because it's the right thing to do (if the citizens support it).

Isn't the Govenor of Puerto Rico supporting Trump? You would think but thay may not always be the case.
