States run elections, not the feds. Always been that way and it would probably require an amendment for the feds to take total control. At best they can "bribe" states to standardize.

It allows states wide latitude to do whatever they want. Until they all agree on a standard, one is unlikely to be implemented.

Have a nationalized bare minimum system and state/district can do their own thing. But number of voting sites should be based on number of people or within a certain area in rural area. Then each polling site needs at least x amount of voting machine and enough money to hire staff. Also a nationalized database of voter roll so no one is registered at different places (current address updated).
