Must be the northern end, that borders Maryland and DC. where lots of young urbans and bureaucrats who work in government live. That's tended to be reliably bright blue for quite a few election cycles, if memory serves.
That's my guess.

Weird I know (stupid I would say) but the early vote is not including in any of the initial returns. That is how they know Biden will win despite Trump being "up" right now. Trump needed to knock it out of the park on election day to run up the score enough ... he didn't. By midnight Biden will be comfortable ahead.
