The mail in ballots being counted in Pennsylvania, in many cases, were actually legally submitted far before many of the in-person ballots from people who voted yesterday.

They're not "new". Stop referring to them as "new".

so yeah, our ballots were sitting at the county election office. Mail in voting is new to Pa. however. The process went quite smoothly for me, I voted in both the primary and general by mail. The problems are from our Republican legislators who wouldn't even let us sort the mail in votes to get them ready. The delay in Pa. is because of Republican rules.
