Any unilaterally legislated health care program is going to be on life support as soon as the white house or Senate are under the other party's control. This is inevitably going to happen every 4 to 8 years. The ACA made it 10 years but is getting its last rites. This isn't long enough for a program which takes decades to really get going. We have got to get some Republican skin in the game.

The problem isn’t willingness on our side to compromise.

What is the threshold to getting a bill to the floor in the senate? I think it’s a simple majority which maybe could be done with the right pressure.

Until we have a majority in the senate we need 60 to do get past the filibuster and everything is filibustered.

The bill doesn’t pass but few even hear about it or have any idea why.

One tool is holding up other legislation to force votes on other bills.

Go after vulnerable senators favorite home state projects. Attach amendments to must pass bills to do that.

Would it make sense to fund primary challenges as a cudgel?

I’m perfectly willing to cooperate even if we have to play hardball to force cooperation.
