They can count ballots received on or before Nov 12

But they have to be postmarked on Nov 3 or before.

DeJoy really did a number on Greensboro area from what I’ve heard. That area nearby includes his home district. He would know a lot of people personally.

If there is 300,000 there a chance. The Senate race there is more important at this point, but if Biden could get it there is a chance Tillis could still lose.

Biden is down by nearly 77k votes. There are potentially 117k votes out there. We have no idea how many of those votes even exist. They are ballots that were requested by a voter, sent out to the voter, not returned by the voter, and not spoiled by having the voter vote in person. First, assume all of them voted and mailed off their ballot. Now Biden needs win these ballots by nearly 77k votes so he would need to win. He would have to win them just short of 97 to 20.

In North Carolina, elections officials are working through the remaining ballots and will continue to process and count those delivered by the Postal Service through Nov. 12, as long as they were postmarked by Election Day.
Though Trump is correct that he held a nearly 77,000-vote lead in the state early Wednesday, the race is too early to call with up to 116,000 mail ballots left to count, as well as the potential of thousands of provisional ballots.
The state board had extended the deadline for absentee ballots to be received at local election offices from Nov. 6 to Nov. 12 as part of a consent decree in a state lawsuit by voting rights advocates. They must be postmarked by Election Day. Counties have until Nov. 13 to finish counting.



My nail biting is for Cunningham - with 116K mail ballots left to count - there is a tiny chance he could win still.
