He doesnt have to have a lead in PA or anywhere else to call it. They call races all of the time with candidates trailing and small percentages in based on math. Everyone can see where its going in PA. There is zero chance Biden doesn't win it. The mail in ballots they are counting are coming from pools with established percentages. They already know the results. So what are the decision desks waiting for?
