21. I am willing to bet part of it is the fear of going to prison and his pardon powers are useless

if its a state level crime as he can only protect himself from federal ones at this moment and also that by accepting such a pardon he knows he will be admitting that he is a criminal since only criminals need or can even accept pardons.
On top of that he knows his actions have also put alot of his assets that he has tried to protect in possible jeopardy.
